Slid Off Boulder Canyon or Flagstaff Road? What Happens Next

Boulder Towing Company pulls cars back onto three roads more than any others once the snow starts: CO 119 through Boulder Canyon, Flagstaff Road above Chautauqua, and Magnolia Road off the canyon. Each has a grade, a bend and a shoulder that ends in a drop, and a car that leaves the pavement needs a winch-out before anything else.

Here is why the wheels must stay still from the moment the car stops, how the pull is rigged with a winch line, a snatch block and soft straps, what not to do while you wait, and the two laws and the closures that apply up there.

Boulder Canyon is the 15-mile stretch of CO 119 between the city and Nederland, at 8,235 feet, with grades of up to 10 percent. Flagstaff Road runs 9 miles of hairpins to Gross Reservoir with slim to no shoulders. Magnolia Road gains 2,190 feet in 4.5 paved miles at an average of 9.1 percent, with inner corners at 25 percent, before it turns to dirt.

The snow that puts cars off them is upslope snow, heavy and wet, and the foothills get more of it than town: in the March 2003 blizzard Boulder recorded 22.5 inches and the Boulder 7SW station 51.0. A car rarely slides off onto flat ground; it goes nose-first into the uphill bank or drops a wheel over the downhill edge, often with no shoulder between.

Nearly everything a driver does by instinct after sliding off works against the recovery. Throttle spins the tires, a spinning tire polishes snow into ice, and the car digs down until the floor pan rests on the snow, turning a strap pull into a shovel job; on the downhill side a spinning wheel can move the car farther over the edge.

So the instruction we give on the phone, before we ask where you are: foot off the throttle, parking brake on, wheels straight, engine off if the exhaust is buried, hazards on. Do not rock the car; on a grade with a drop beside you, the one try is how a stuck car becomes a car down the slope. Get out on the uphill side, stay off the pavement, and if anyone is hurt or the car is blocking the lane, call 911 first; only an officer can close a lane.

A canyon winch-out is about the anchor and the angle before it is about power. The truck stops on the pavement, uphill of the car, and is chocked; the winch line runs out to a rated point - the manufacturer's tow point, a frame hook, or a soft strap around a solid frame member - never a bumper, control arm or hitch ball.

When the car sits off the truck's line, a snatch block goes on: a pulley on a hook, anchored to a tree or a rated point, that turns the pull so the car comes back along the path it left by, or doubles the pulling force at half the speed when rigged back to the truck. The pull comes in stages - a few feet, stop, check nothing is binding, re-rig, pull again - and nobody stands in line with the cable: a loaded winch line is a stretched spring, and a hook that lets go flies back along it.

Back on the pavement, the driver checks the steering, the wheels and anything dripping. An all-wheel-drive or electric car, or one with a bent wheel, leaves on a flatbed; the reasons are in the guide on whether a Subaru or a Tesla needs a flatbed.

Colorado's traction law, C.R.S. 42-4-106, is automatic on I-70 between Dotsero and Morrison from September 1 through May 31; on CO 119, as on every other state highway, it applies only when CDOT activates it and posts the signs. In force, an AWD or 4WD vehicle needs winter, all-weather or M+S tires with at least 3/16 inch of tread, or chains or an approved alternative traction device; fines and surcharges apply, higher when a violation closes a lane.

The Move Over law, C.R.S. 42-4-705, covers a stopped tow truck with its yellow lights turning: drivers must move a lane apart or, where they cannot, as on a two-lane canyon road, slow to a safe speed, presumed 25 mph or less where the limit is under 45. Since 2023 it has covered any vehicle stopped with its hazards on, so it protects you before we arrive; a violation is careless driving.

And the canyon closes: on April 27-28, 2021, five truck-sized boulders came down at the Narrows near mile point 32 and closed CO 119 from mile point 26 to 41 for a day, with CO 72 the detour, and a September 2019 blast on the flood rebuild had shut it indefinitely. If the road is closed between you and town, say so on the call: the truck comes the long way.

Most of the damage we find on a canyon recovery was done by the trying, not the slide. Do not let a passing driver put a strap on your tow ball and yank: a hitch ball is built for a trailer's steady pull, not a snatch, and one that shears flies. Do not stand below the car, and keep your phone charged, because the driver calls when the truck is close.

Then who pays. A car an officer orders cleared is a law enforcement-ordered tow and recovery, which the Colorado PUC rate-regulates by the hour under 4 CCR 723-6; a car you call us for is consensual, the PUC sets no rate, and Colorado requires only that every rate and charge be disclosed first, which is the quote.
